Metals Industry Health & Safety Passport
for production operators and shop floor workers
A Health & Safety Passport scheme designed
to:
- demonstrate employees have achieved the recognised
industry standard of competence
in health and safety
- improve individuals’ capability
to reduce the risk of accidents and related costs.
Introduction
| Health and safety in the
workplace is becoming increasingly complex. Legislative requirements
are demanding with high penalties imposed for failure, and rising
insurance premiums and lost-time accident costs are placing additional
burden on employers in the metals industry. |

In addition to providing basic health
and safety training, companies are under pressure to demonstrate
that employees can apply what they have learned in the workplace.
Everyone in the company, not just health and safety representatives,
needs to be competent in health and safety and have an understanding
of key environmental issues. Safe behaviour saves lives and is
becoming increasingly essential to reduce costs and protect employers
under the law.
The Passport is designed to be suitable for all employees in shop
floor, operator or teamworker roles, irrespective of their existing
skills and learning capabilities. An advanced Passport PLUS scheme
is also available for supervisors, teamleaders and managers.
The Health & Safety Passport is supported by the Health & Safety
Executive. |

The Health & Safety Passport scheme gives your business:
- a standard of employee practice recognised by the metals
industry as a minimum level of good health and safety and environmental
practice
- assurance that your employees properly understand health
and safety and are capable of reducing the risk of accidents
- development and assessment that is directly relevant
to each individual employee and their place of work
- individual certification recognising employee achievement
of the industry standard, that can be used in negotiating preferential
insurance premiums with a growing number of brokers.
The Passport may
be the first qualification that employees achieve, and can provide
a stepping-stone to further development and learning.
Attaining the Passport
The Passport can be obtained via one of three equally matched routes:

Route 1
-
2 day training course
covering the essential elements of health and safety law and safe working practice,
and delivered by a registered metals industry training provider.
Course modules include:
- The need for safe working
- Accident causes and prevention
- Health and safety legislation
- Organisation
- Assessing and controlling hazards
and risks

- safe systems of work and work permits
- The environment
- Safety standards
- Personal protective equipment

Knowledge test
administered and monitored by Metals
Industry Skills & Performance.
- Workplace assessment
with two assessment visits and support from
a qualified assessor over a 3 month period to verify that the knowledge
learnt is
being applied in the workplace,
and leading to the NVQ level 2 unit.
- Evidence of health
and safety knowledge and understanding
gained through other learning routes or experience.
- Knowledge test
administered and monitored by Metals Industry Skills & Performance.
- Workplace assessment
with two assessment visits and support from a qualified assessor over a 3 month
period to verify that the knowledge learnt is being applied in the workplace,
and leading to the NVQ level 2 unit.
- Achievement of the full or core units in the following
NVQs at level 2 or 3:
- Metal Processing and Allied Operations
- Fabricating Constructional Steelwork

- Combined Working Practices
|
Other NVQs incorporating an equivalent health and safety standard
may also be permissible. The NVQ award must have been achieved
no more than two years prior to the submission of a Passport application.
Guidance is available on request.
Each candidate receives a comprehensive workbook
containing the necessary background and supporting information to achieve
the Passport and providing a useful source of reference for the future.
In addition to the support offered by the trainers and assessors under
Routes 1 and 2, it is strongly recommended that companies nominate a
suitable mentor for the candidate(s) to assist the learning and workplace
implementation process.
Retaining the Passport
The Passport certificate is valid
for three years. All Passport holders will be entered on a central
database held
by Metals Industry Skills & Performance, and will be notified when
renewal is due. Re-assessment is a simple process that re-confirms both
knowledge and skills.
